Kay wants to be called cousin Kay as she may want Jessie to be close to her instead of calling her Kay. The writer may have described Kay like this because she has a very sweet personality and cares about Jessie a lot as her Grandma is miles a way and can not look after her.
Yes, the writer definitely wants to portray Kay in a caring and positive way. This description is a real contrast to the rest of this piece of text which shows the repetitive and harsh way in which arrivals were treated.
